We celebrate in 1996 75th Anniversary of Andrei Sakharov. Center of CosmoParticle Physics "Cosmion" coordinating scientists studying fundamental relationships between cosmology and particle physics considers its activity as a small but practical contribution into the development of CosmoParticle Physics. Many significant principles of this science were formulated first in the papers by Ya.B. Zeldovich and A.D. Sakharov. Under Sakharov's charge, the ideas of the Program of Cosmoparticle research initiated with active support of Zeldovich, were put forward. The last scientific work of Sakharov "On CosmoParticle Physics" (Vestnik Acad. Nauk SSSR, 1989, N-4, 39) may be viewed as his Scientific Testimony in this field.
The first steps in practical realization of these ideas were undertaken in the framework of the project "CosmoParticle Physics". Their results were presented and highly appreciated at the I International Conference on CosmoParticle Physics "Cosmion-94" held in Moscow in December 1994. "Cosmion-94" found that the network of crossdisciplinary links having been already elaborated on the base of the project "CosmoParticle Physics" covers the body of a new selfconsistent field of science deserving extensive research. Following the General Resolution of "Cosmion-94", the 2 International Conference on CosmoParticle Physics "Cosmion-96" to be held in Moscow during May 25 -June 5 1996 (the dates may be slightly corrected) and dedicated to 75 Anniversary of A.D. Sakharov should widely discuss the present stage of CosmoParticle studies in a number of Scientific Meetings, covering various aspects of this new actively developing science.
Main topics of the Conference will include Physics of inflation and Early Universe, baryogenesis, cosmological nucleosynthesis, new particles and symmetries in the Universe, physics of dark matter, large scale structure of the Universe and cosmic background radiation, cosmoarcheology and cosmochronology, high energy physics and astrophysics, exotic and compact objects. It is assumed that coordinators of each group participating the project "CosmoParticle Physics" should contribute the Conference in the most appropriate form for the presentation of their results. We also hope that other participants and invited speakers will offer new aspects in National studies and International cooperation in the field of CosmoParticle Physics. We'll be happy to have your suggestions on your possible contribution into the Conference Program. The more soon you inform us on a possibility to participate the Conference, the more complete its Program will be. Accounting for your possible contribution we'll try to arrange the Program in a way most appropriate for your scientific interests. Please also inform on the dates most convenient for you. The official language of the Conference will be English. There is a principal agreement with "Editions Frontiers" that it'll publish the Conference Proceedings. Having the aim to put into practice the ideas of the program of research in the field of Cosmoparticle Physics, elaborated by FSU astronomers and physisists in late 80-s under charge of Ya.B.Zeldovich and then of A.D.Sakharov, the Center was founded in 1992 in Moscow with the support of Ministry of Science and Technical Policy of Russian Federation. In the present form the Center provides the minimal formal structure,needed for the direct support of individual investigators or scientific groops working in different institutes and cooperating in the joint complex experimental-physical and observational- astronomical studies of indirect effects of superhigh energy physics and processes in very early Universe (the project "Cosmoparticle Physics"). About 30 groops from more than 15 Institutes participate the project, having on its first stage the aim to use the already existing facilities or the facilities, planned to be elaborated along some other research programs, for the purposes of Cosmoparticle Research. The Center is now put by Russian Ministry of Science and Technical Policy in charge of the based on the project "CosmoParticle Physics" Section "Cosmology and Particle Physics" of the Federal Program of fundamental Research in Astronomy, as well as in charge of long term space research project "Relict-3" and International Astroparticle studies of dark(decaying and annihilating) matter in the Universe (AstroDAMUS Project). With the support of the Center for no more than two years of its activity a number of important scientiufic results was obtained, published in more than 50 scientific works.
All the studies are coordinated by CCPP to form nontrivial crossdisciplinary links, providing the appropriate cosmoparticle information and establishing cooperational network for the long term program of cosmoparticle studies, assumed to be elaborated by CCPP . It is assumed, that the program will be open for the broad international cooperation. The organizational structure of CCPP has come originally from the ideas on proper forms of CosmoParticle research put forward first in the USSR AS Scientific Counsil on CosmoParticle Physics, created by A.D.Sakharov. Following the needs of the problem itself the Center as a natural form of scientific organization has come to the normal procedure of scientific expertise, widely accepted abroad and practiced now in Russia by International Scientific Foundation and Russian Foundation of Fundamental Research, together with permanent corrections of the budget support of participating scientific groups at regular meetings of Center's Scientific Coordinating Counsil and at regular Scientific Seminars on Cosmoparticle Physics, having monthly meetings on the base of CCPP. In a newborn science, what Cosmoparticle Physics is, such corrections are needed for creation and development of crossdisciplinary links, leading to solutions of the problems of Cosmoparticle Physics. To increase the level of expertise the International Scientific Committee(ISC) of CCPP is now being formed. Its creation can also minimize the effect of "brain drain", since many eminent FSU specialists in CosmoParticle Physics, having permanent or long-term positions abroad, have definitely agreed to participate ISC of CCPP.
The first results of the studies of the Center as well as the new possibilities for future development of CosmoParticle Physics were presented and found serious support at 1 International Conference on CosmoParticle Physics "Cosmion-94" organized by CCPP with the support of Ministry of Science and Technological Policy of Russian Federation and Russian Foundation of Fundamental Research, held in Moscow 4-14 December 1994 and dedicated to 80th Anniversary of Yakov B. Zeldovich and to 5th Memorial of Andrei D.Sakharov. The Conference has fixed the present state of Cosmoparticle Physics as a selfconsistent field of science and found important to discuss its problems at the 2 International Conference on CosmoParticle Physics "Cosmion-96" to be held in Moscow May-June 1996 and to be dedicated to 75 Anniversary of Andrei D. Sakharov.
Having the minimal bureaucratic structure the Center may be useful in any form of direct International Colaboration with Russian scientists, working in the field of Cosmoparticle Physics and related scientific areas.
